Help UMUC Offer New Doctoral Program to Maryland Residents

In 2008, in response to a request from the American Association of Community Colleges and clear market demand, UMUC developed a new online track in Community College Policy and Administration within its existing Doctor of Management program. This new program is desperately needed. A recent survey of more than 400 community college presidents nationwide showed that 84 percent expect to retire within seven years. Qualified leaders must be ready to take their place, especially as community college enrollments continue to surge across the United States.

Unfortunately, another institution filed an objection, and the Maryland Higher Education Commission (MHEC) ruled that UMUC's online program was an unnecessary duplication of an existing face-to-face program, and forbade UMUC to offer the program to Maryland residents. UMUC strongly disagrees with MHEC's decision and feels it was based on antiquated laws that do not recognize the unique nature of distance education. Maryland residents demand and deserve a range of education opportunities, and UMUC is the state's acknowledged leader in serving the unique education needs of adult learners. The online Doctor of Management in Community College Policy and Administration was needed, and dozens of Maryland residents have applied for admission to the program. Unfortunately, because of MHEC's decision, the university has had no choice but to turn these students away.

We believe MHEC's decision was deeply flawed and harms Maryland taxpayers, the state as a whole and jeopardizes the future of online higher education. We urge you to join us in opposing this damaging decision by voicing your concern to the governor, lieutenant governor and the Maryland Legislature.
